"It is time to take the next step in our efforts to improve water quality. While many efforts in the past have successfully concentrated on controlling point source pollution, this initiative attracks the problem on a different front - by focusing on polluted runoff in urban and rapidly growing areas. Clearly, this initiative underscores our commitment to improve the water quality throughout the Great Lakes Basin. The first project in Pennsylvania will be launched in the Mill Creek watershed in Erie County to demonstrate stormwater management techniques that minimize runoff velocities and nonpoint contaminants at a light industrial park in the creek's headwaters. In addition, a public education program will be coordinated with local efforts, including stream water quality monitoring done by local schools."
